Tell Congress: Do Not Expand Lethal Removal Across Washington Waters

The House Bill: H. R. 9621

H.R. 9621, the Northwest Endangered Salmon Predation Prevention Act of 2026, would change the Marine Mammal Protection Act (MMPA) to allow more pinnipeds to be killed, including harbor seals, California sea lions, and Steller sea lions.

What the Bill Does

The bill would allow killing throughout Washington’s marine waters and the rivers and streams that flow into them.

Where in your Sea neighborhood?

The coverage of the Bill includes Puget Sound (the Salish Sea), estuaries, bays, and Washington’s Pacific Coast. It would also expand the fish covered—from salmon to any fish listed as a species of concern. Weakening the MMPA could also put other marine mammals at risk.

The mission of the Salish Sea Science Coalition is to protect the entire Salish Sea ecosystem through sound science and effective advocacy. We champion science-based salmon recovery while defending the Marine Mammal Protection Act, Endangered Species Act, and Migratory Bird Treaty Act. Among our goals is to effectively communicate the established science to the public and policymakers to help them understand what actually works to restore salmon, protect essential species, and preserve a healthy Salish Sea for generations to come.

What the Bills do

HR 9621 (co-sponsored by Emily Randall) and HR 9637.

Both aim to kill seal and sea lions in name of saving the salmon. We want all saved, but not at the expense of a natural predator that is part of our ecosystem.
